A constitutional complaint must always be addressed to the Constitutional Court. It can be submitted:

  1. by mail,
  2. electronically,
  3. by telegraph or telefax,
  4. in person, at the Constitutional Court.

If a constitutional complaint is submitted electronically (e.g. by e-mail to an electronic mailbox) without a recognized electronic signature attached, or by telefax, an original document must also be submitted within three days.

A constitutional complaint cannot be filed orally.
